Our team has an unparalleled depth and breadth of program knowledge developed  over 24 years corporately. We have built our respective careers serving in, and supporting, the affordable housing industry, driven by a shared commitment to excellence in addressing housing needs. Having served successfully in leadership positions within the industry, our team understands not only the complexities of the programs administered by the Department of Housing and Urban Development (HUD) and cross-cutting agencies, but also the challenges involved in significant streamlining and reform.

Ellen Goff

Ellen Goff has over 26 years of experience working with U.S. Department of Housing and Urban Development (HUD) Public Housing and Multifamily Housing programs, Low Income Housing Tax Credits (LIHTC) properties, state, county and other affordable housing programs.  Her expertise is in both the programmatic and operational details of assisted housing properties including HUD reporting, compliance, operations and financial management and oversight.

Zachary Marks

 Zachary Marks is currently the Director of Development for the Montgomery County Housing Opportunities Commission (HOC) and is an active member of the D&A consulting team.  He led the conversion of HOC’s Public Housing portfolio via the Rental Assistance Demonstration (RAD) program including eight in-place renovation conversions as well as four off-site, new-construction conversions.
